I'm sorry but this can't be art, is not the act but the intention why you do it, and copying the way some anime characters look can't be called art. Shiting on a stick can be art if it has some meaning and is made with the right persons and in the correct places to be in the art scene.
So by your standard, acting a play by shakespeare wouldn't be artistic from the point of view of the actors, because they're just dressing up and spewing memorized lines?
and coppying to an exact drawing of lets say a person or animal is art? yes and not just like cosplay you're coppying what already exsist. That was only usefull when you didn't have a camera, art should be about being creative and expression. Considering the bullshit art world that exsist's today where 80% of the actually artist's are not counted for becase a dam door is so called 'art' i'm pretty sure cosplay is a better art form then most of the so called modern art pieces today that are considered at a very high standard. If only classic art was counted then no, cosplay wouldn't be an art, but since there are so many high standard shit pieces of art today yet cosplay is of much higher value as an art form.
Marcel Duchamp's Dada "art" has no meaning, yet peeps consider it a great piece. Art doesn't need meaning. Art could be a spontaneous, "hey, I wanna draw/paint/sculpt/cosplay a certain something just for the lol of it."
This gallery could be implying the harmonious unison of photography and professional costuming. I'm pretty sure these stuff can evoke emotions. That's pretty much what art is anyways, am I right?
If the Academy awards Oscars every year for 'best costume design', I think it's a sign. Almost everybody can agree that great costume/clothing design is high art.
Art is all about recognition of some sort, of whether the viewer can perceive artistic importance. Some validation could be a sign of their appreciation as an artform.

Cosplay is art, it is not any functionally different than any other live display of acting. The clothing is just a given with acting/modeling.

I recently came across a few relatively realistic portrayals of Phoenix Wright that I thought was profoundly loltastic.
I have to say the one with Cloud is pretty damn good.
