For what? It's flatly wrong. Evening TV just 10-15 years ago had anime that makes the BD versions look tame. There were actual nipples, even in shows that weren't ecchi.
I think it's the same as in Europe: nudity for the sake of comedy or drama is okay, while nudity for the sake of titillation and erotica is not. Hell, even in America, 80s comedies had nudity, but it was always in a funny context, and the ratings were never R.

Are we talking TV or movies here? Those are very different mediums.
Movie ratings are basically based on how many blowjobs the studio gave the MPAA.
TV "ratings" (i.e. what gots censored out, since no rating system existed at that time) was incredibly strict compared to that.
It's also worth noting that there is a huge difference in the kind of detail shown- whereas panty shots and nipples were common in earlier anime, it wasn't generally something that was zoomed in on for several seconds and drawn with full camel toe, etc, it was a brief flash and/or largely "flat" and without embellishment.
