For what? It's flatly wrong. Evening TV just 10-15 years ago had anime that makes the BD versions look tame. There were actual nipples, even in shows that weren't ecchi.

Are we talking TV or movies here? Those are very different mediums.
Movie ratings are basically based on how many blowjobs the studio gave the MPAA.
TV "ratings" (i.e. what gots censored out, since no rating system existed at that time) was incredibly strict compared to that.
It's also worth noting that there is a huge difference in the kind of detail shown- whereas panty shots and nipples were common in earlier anime, it wasn't generally something that was zoomed in on for several seconds and drawn with full camel toe, etc, it was a brief flash and/or largely "flat" and without embellishment.

The new hypercensorship makes shows unwatchable it's so absurd and distracting. Anyone who pays to get the channels that show that crap are fully justified in downloading the BD versions since they essentially paid for TV programming and only got commercials.
