I donno about you guys, but I've NEVER SEEN any boys his age having such hair. I thought schools don't let you have that kind of hair, especially Asian schools.
And no... while he did fool me like most people here, thankfully I can still take pride in my straight sexuality by admitting that not once did I feel attracted to him in any sexual way.
Actually a lot of primary schools in Japan don't have stipulated uniforms and appearance code. As long as you look neat and tidy, and aren't outrageous (dyed hair, etc... but I mean they are primary school kids, no one is going to look very outrageous...), most schools are ok with hair like this.

Some points:
- He looks like an elementary school kid. Elementary schoolers don't have strict dress codes or hair code. I remember waiting for middle school to get my uniforms and just wearing all sorts of casual clothes and boys having girlish hair back then. Plus, Japanese mens' hairstyle plays a lot with puffy/semi-long/fully-long hair anyway. I don't see how it's too different from how some white boys/men do semi long or fully long hair.
- Even if he was in middle or highschool, the strictest code is for the uniforms itself. Hair styles are not really criticized if they're feminine. It only is criticized if you wear your hair like some gangster or yakuza or any kind of a punk.
