Inside Japan’s “Zone of Alienation”

Journalists have been visiting the abandoned towns caught in the 20km evacuation zone surrounding the ruined Fukusimi Dai-ichi nuclear power plant, revealing mildly radioactive ghost towns and packs of abandoned animals amidst the unrepaired devastation of the earthquake and tsunami, all of which have inspired unpleasant parallels to the “Zone of Alienation” surrounding Chernobyl.

The horses would likely have died from simple dehydration rather than anything radiation related.
A rather less melodramatic but no less illustrative video report, with a reporter approaching to within 1.5km of the stricken plant:
At the levels of radiation recorded, humans would exceed their maximum acceptable annual radiation doses in days or hours, although even at these levels there would be no immediate danger to health.
For comparison, in the abandoned town of Pripyat near Chernobyl ambient radiation exposure is several hundred times higher than the levels seen in the town above.
The sheer genius of building 4 nuclear reactors mere metres from a shore regularly battered by tsunami will doubtless be remembered for some time.

Doesn't building a nuclear power plant near the ocean provide the advantage of a large water supply? I know that sea water is not ideal for cooling reactors, but I assume that the reactor is located at the mouth of the river, meaning that when they use freshwater from the river to cool down the reactors (under normal operating conditions) the mildly radioactive D2O water can be dumped into the ocean to be diluted instead of putting it back into the river to contaminate the cities down-stream.

Not just in Japan. I live near a lakeshore in Canada and there's a nuclear power plant just a couple km down the shore for me.

plus that, the region where the nuclear plants were built was not chosen because it is "regularly battered by tsunami", but because it is a rural and not so well developed area. that place has been economically stagnated for decades before they built those plants. more than that, it is strategically a good place, not so close to the big cities (i.e. Tokyo) but not so far away too (what would demand large investments in energy transmission).
The water current that's used to cool the reactor is in a closed loop, the reason why you want to be near the ocean is because the two exchange heat through a heat conducting barrier.
However there are other means of doing this.
Also to skimp on cooling towers as the plant seems to lack the typical conical cooling towers seen on the ones in the US.

I feel bad for the animals just to be left to starve like that. Too bad they couldn't be relocated. But then again, there is the eventuality they might die of cancer later in life. The longer they remain, the worse it will be. They should be given a chance though.
