Video rental store employees provide a rather entertaining ranking of their favourite anime of 2010, displaying a welcome balance of moe, gag and ero anime.
The ranking, based on votes taken from a panel of video rental store employees as to the best TV anime and OVAs of 2010 they would most like to recommend to someone (number 1 also gets an award):

I loved Seitokai Yakuindomo, it was very funny while having no real fanservice in it, so girls could get into it too. I wish PSG was ranked higher, that was an even funnier show that everyone's who's seen it wants more of, at least of people I know. I was kinda hoping PSG or Bakemonogatari got licensed by adult swim instead of...iunno whatever crap they ended up licensing that I never watched.
Seitokai Yakuindomo's appearance on the list fills me with joy.

Seitokai Yakuindomo for #2? It was decent for me, I wasn't able to cope with the female cast saying dirty things while having a deadpan expression on their face. Disappointed with no Mitsudomoe.

wat the heck, seikotai sucks dude. And its not that it had women saying perveted things, really there are a bunch of series like that. It was the fact that is was throwing out a lame perved joke every 5 seconds, which most of the time wasn't even funny. sure, first few episodes seemed to get somewhere, bit after 3 episodes, it became bland and tedious, with the same feeling over and over in every episode. soon it simply became a pain in the ass to see soo many tastless jokes that overall gave the show a sort of dead feeling, like the characters were just pervted robots who followd the same monotonious repetitive style

I would never recommend highschool of the dead to anyone, the total lack of common sense and logic is just to annoying.

I just dont like the main character being a rabbit. I stopped watching Bugs Bunny years ago and those rabbit teeth in Mitsudomoe really remind me of it... <_<
Hm? What? I never even tought them as fat, I tought it was just the art style and I think it made them look more like kids... Well okay, the eldest(Mitsuba?) was kinda fat looking but she was meant to be, I think. But damn, I think it was awesome anime... I actually wish the second season was longer than the puny 8 episodes it was! :(

Really? Maybe they dismiss it because its just not as good as KNJ or Kyou no Go no Ni (old version). Those were very funny, IMO better than Mitsudomoe. There are some fun things in Mitsudomoe as well, but I kinda... didn't like it just as much.
Well, that list is for 2010 only, so neither of those mentioned by me titles would fit.

It's pointless to recommend it. Outside of the anime community, there are literally no fans of the mindrape genre.

Sure, that's why Evangelion is a household name in Japan and well-known even outside the "anime community" which mainly consists of NEETs living in their parents' basement.
Considering this is a list of recommendations for TV/OVA series during 2010 and not 1996...
Evangelion is recommended but it was the 2nd movie out last year...I'd never recommend someone watch the 2nd movie only. That's the poll.

That's very disappointing. You'd think "top 10 anime you'd recommend someone" would have a qualifier like "someone new" or something more specific "the uninitiated person with stigma against anime". Now that would make an awesome list, with VERY few, if none at all, titles that focus on t&a or is borderline child exploitation.
But then again it is Japanese employees with Japanese people in mind, so there's my ethnocentric and myopic view on life right there. My apologies.
Comedy on top, but that works for natives, depending on the normal you're recommending to I'm not sure foreign humor is the best choice. Railgun, HSotD, Bakemono, and FMA are probably safer, it's likely that at least one will match the balance of service/sobriety best for your recomendee (>implying friends)
I think the boob physics in HSotD may turn away most people either that or they'll be like wow cool the Japanese are weird yaaa woooow loook at me do a dance.
Sure it's loaded with ridiculous service, but I still figure zombies and guns ease people in better than "cute things are cute", which might get you weird stares.
Since 2008 most of the Anime cannot be shown to family members, the list surely should include Bamboo Blade or Guin Saga. Those didn't have any of the 'oh crap sorry didn't know that was in there..' stuff.
