The perception of a Madoka cosplayer as loli is a legitimate argument, since Madoka's loliticity is pretty central to her character. And of course perceptions will vary on how loli any given cosplayer looks. I myself agree with the poster in that she doesn't look as loli as the original. But she doesn't particularly look like her at all, so that's just splitting hairs. But that's not the most glaring failure:

To be honest, all Asians look way younger to non-Asians, so there will always be contention on this point. This girl doesn't look old or anything, but I've met age 25+ girls with more loli-like features.
