This is simply change in character design as it happens with all the improving mangaka. The change in Keiichi Morisato's design was immense. Besides, the new Saki looks great!
I wouldn't say the change is as immense as Belldandy.
I own all volumes and from what I can see, Belldandy's face didn't just warp in one way. Volume 1, volume 6 and volume 23(the one she's settled with) looked as if Belldandy was drawn by 3 different people.
Though that isn't as much to nitpick as Fujishima modelling Belldandy's behavior to Kikuko Inoue. When shown in the manga not directly following the storyline, Belldandy didn't look as perfect and dreamy as she is in the first 3 volumes compared to later adaptations. To me, that sucks in a way, because the Belldandy that we see today sometimes look too pretentious.

I think Fujishima tried too hard in his pursuit for perfection in Belldandy. Although certain story arcs actually played directly into her insecurities and darksides, Belldandy is otherwise increasingly becoming a forced representation of perfect beauty and elegance. Sure, she's supposed to be a First Class Goddess, but so is Peorth, and the latter's behavior with Keiichi was anything but 'perfect'. Therefore, I can't see why should Fujishima try too hard to make her a Goddess in the most strict sense of the word.
Any true explanation for all that would reside with Fujishima, but honestly, I thought the Belldandy that I saw until halfway through Volume 5, and briefly in the last chapter of Volume 9, was her least pretentious period.

He HAS been racking up the experience points over the years.
There's simple stylistic changes as a creator gets more experience, and then there's pandering to the lowest common denominator for a hopeful increase in sales.
And I'm fully betting the editor had two hands in this artistic direction.
I really have no issue with changes in character design, but why so loli? Its like the author relized sales are dropping or its becoming less popular, so he has to pander to all the pedos out there for more attention.

Although I never had read it(don't intend to anyway), I'd say I always preferred the middle ground between obvious, typical anime face with realistic proportions, which is what the style looked like in earlier runs if Artefact is to be believed.
This one looks like the switch is going more and more towards the former. Well, given the nature of the content and what kind of fans it has, it's small wonder.
Meanwhile, I'd rather stick to hardcore hentai for porn and non-hentai for everything else. Never been a fan of softcores.
