If you're talented, your talented. If you're a good artist, your a good artist. And as it stands, this guy is a great artist. I love how the pictures look almost like they were Acrylic or Oil paintings.
Talent and skill can come from anywhere, China included. True skill and the drive to create doesn't no any bias of race or class. Where he's from doesn't matter. What matters is this guy is damn good.

I'm a Chinese artist and have spoken to him on Pixiv Chinese QQ chat channels. He is currently in America to my knowledge and is 19 or 20 years old. He is truly the artist and on small occasions shared his in progress works on the chat channels.
On a side note, tons of artists are from China amongst the top pixiv rankings including the following
- archlich
- sayori
- idid
- idealo
- Lin+
- geister
So on, the list is not exhaustive, but these guys really are very good at what they do.
His latest particulars list his residence as Canada (his site mentions Guangzhou) and his age as 22.
There certainly are plenty of excellent up-and-coming artists emerging from China of late (although their focus on Touhou is rather perplexing) - however it seems the environment in China itself is not exactly nurturing of artists or artistic freedoms.
Touhou's big amongst Chinese anime forum that many have a section specific for Touhou and that would infect many new users and artist. Don't know why it's big though.
It might be the fandom's built up structure allows enough leeway for their own interpretations or that the fantasy/rural nature theme allows better allows creative escape for the artist (who most likely live in towns and cities).
Well hell. I don't even get why Touhou is big at all, anywhere.

Meh... I know that this is good stuff, but it just doesn't... excite me. hard to describe, but yeah. I don't really get much of anything from most of the pictures.
The Saber one (pic 11) and the Dragon one (Pic 22) are exquisite though.

China really has no shortage of talents. The problem though, modern day China is a really toxic environment (in more ways than one) for talented folks. The society discourages innovation and independent thinkings and encourages shortcuts.
Chinese everywhere have been achieving many great accomplishments these days. Too bad few of them actually lives in China.
I would say Chinese people are genetically smarter than anglo-saxons. I've even met a down-syndrome Chinese who, aside from his physical appearance and poor language and social skills, had better cognitive capabilities than the average American.
Their harsh living environment have evolved them into resourceful and creative creatures (who could've imagined recycling cooking oil from drains? You wouldn't have known until you read the sankaku article. And garbage buildings, anyone?).
They are also the fastest learners I've ever met. Multilingual. Technology specialist and/or great business minds.
Seriously, the Chinese are a talented bunch, and are fully capable of taking over the world. Thankfully, we have the Chinese government to slow them down.

Unfortunately, science doesn't bear this out. There's not really such a thing as "genetically smarter". At most you MIGHT be able to say genetics can affect certain developmental disorders, but not normal intelligence. Most brain development occurs through learning and observation at very young ages. If you want to blame anything, blame American parents who sit their toddlers in front of a TV instead of teaching them to read, talking to them, showing them around, letting them listen to music, etc. A well-funded, effective public education system would be another great step, too (pipe dreams, but oh well).

And while I'm at it: when you have a culture that feeds their population industrial waste, that's generally not a good thing. The oil thing? That's just being disturbingly poor. My parents generally recycle their cooking oil by storing it in containers when they're done using it. If it's gotten to the point that they're willing to throw it away, by GOD you can bet there's something fucking wrong with it.
Talented, sure. But the reason they look so great is because of rampant piracy and theft. The only reason they let in foreign companies is so that they can swipe the foreign products.
There's actually a reason people don't associate "Made in China" with "Fine, High Quality Goods"

As a Chinese myself, I've heard a lot of Chinese people boasting of their superior genes. The ironic thing is that they aren't my Chinese friends who are doctors, engineers and scientists. The ones who boast of their superiority are the ones who have nothing to boast about in the first place.
i agree that china has lots of talented people but you cant blame the government for controlling these kind of situation. i think they should control the people especially in terms of freedom of expression because a sudden outburst of freedom is not good (for the country). its like feeding a baby anything he/she wants and the result is obesity which could become a bigger problem. what is needed is discipline and slowly educating the masses of people on whats right and wrong because china is really moving fast but the lifestyle and education of the majority of the people has lots of catching up to do. everything is new to them especially freedom of expression.
just read on books about china's history under chairman mao not that i hate chairman mao but maybe he did something wrong along the way same with philippine's ferdinand marcos. these are great leaders there ideas are good but along the way they just slipt.
