There are two semi-loli twins in the game already, but they aren't really DFC.
The game is called Imouto Paradise, but there are many better games if you want little sister eroge. The developers were clearly scared of introducing real loli characters into their game.

It feels like the patch is a taunt to the new law concerning the ban. Since the law itself is vague and the lines that were change are somewhat vague too(changing "Even if we aren’t blood-related, I’m still happy to think of us as family!" to "I’m still happy to think of us as family!" doesn't discredit the possibility that they're not step-siblings), in a sense it's a form of satire/mockery of the ban.
I don't think this has anything to do with the ban, since it won't really affect eroge.
