Tokyo manga fans are disgusted to witness their beloved manga already being dumped into the porno corner en masse in order to comply with Ishihara’s twisted manga ban.
Some explanation may be required – in Japan, convenience stores usually sell adult (porn) magazines in an out-of-the-way corner, with the shelves marked off with a “成人向け雑誌” separator and minors prohibited from browsing the shelves or buying anything therein.
Similar arrangements exist in other shops for DVDs, eroge and so on, often with curtained off areas of the shop or otherwise. However, many outlets will not stock anything which needs to be separated into an 18+ section at all.

This all seems to completely discredit those still insisting the impact will be minor – any anime, manga or games which find themselves stuck shelved with porn and unable to be sold to or even looked at by under 18s can expect to see their sales plummet, forcing publishers and mangaka to either go out of business or produce only children’s titles which they can slip past Ishihara’s inquisition.

Perhaps for added understanding it's useful to know that all Japanese are extremely subservient to anything imposed on them. The stores won't just say f*ck you to the ban and try to circumvent it in any way possible. They'll comply with the bill to the letter and they'll persistently refuse to sell even the most harmless of what used to be teenager's manga to minors. This will completely and utterly destroy the manga publishing industry in a matter months since they simply don't have any way of getting even remotely enough sales. Manga as an art form as we know it will cease to exist.

You know what would really be evil is if all the manga companies moved to America and left Japan with nothing. Then we would get manga and anime 3 times faster than before. I am mostly surprised about this whole thing because manga has a pretty big percentage of the Japanese market let alone the Japanese entertainment market as well. By Ishihara is losing money and revenue for Japan. Maybe you have a likely scenario in mind, I'd like to hear your thoughts on this matter, because it obvious that the industry can't go on like this.
The way I see it if it doesn't get repealed or amended the industry is likely to collapse due to a narrowed audience, creativity will suffer severely, and increased demand for original content will only increase piracy exponentially.
None of the politicians care, the publishing industry seems to have no influence, and there are no civil liberties groups to oppose it.
My guess is the only people who might step in are the national government groups interested in promoting content exports - METI and JETRO are quite influential.

At this rate, it seems like the publishing industry(as a whole) has no other choice but to relocate all of their operations and assets to a nearby prefecture.
I know this is costly and considering 20% of Japan's population resides in Tokyo, that doesn't seem viable does it?
But than again, the Anime and Manga would essentially die off if they prolonged their stay in Tokyo.
If the Anime & Manga industries were to move, they should consider sending lobbyists to the prefecture of their destination, and channel as much money as possible to provide them safeguards and promote their interests.
Conservefarts(LDP), the wimpy politicians(LPJ), Ishihara & co, and Otaku pushovers/pussies have made it very clear they don't want most creative industry in their side.

It's irrelevant where they locate themselves. All that matters is sales, and these restrictions are designed to reduce their sales in Tokyo, the largest market for their products.

This could be a blessing in disguise. In the short run, yes, quite a few mangaka are going to be filling in job applications at McDonalds or Mountain-Ocean-Sun or whatever.
In the long run, the most radical business models are going to seem worthy of a try. That might mean the "ransom" model, or something like "kickstarter" etc.
Sadly, Japan is an expensive place for most mangaka, and they are going to bear the brunt of the economic pain, but if the fans can channel money to the creators somehow, it will work out.
Possible channels include: microdonations and microtransactions, flattr, online fund transfers of resellable cell phone minutes.
If Ishihara wants a black market prohibition, he'll get black market entrepreneurs!
But, if they move, they will create a new local fanbase, because the material will be more available in their new local market. Furthermore, otaku will probably follow them to their new city of operation.
However you look at it, the only thing that can be done is to get rid of Ishihara and revoke the "ban".
