"They hate foreigners" is a false absolute. Older generations are supposedly more inclined to be distrusting of foreigners. Younger generations are inclined to find foreigners interesting (so long as you're not Chinese or Korean...unsure if there is a general stance they have for Russians). Younger generations are generally rather interested in Americans. English is considered super cool as you might have noticed with all the Engrish found in Anime. There is something about French that they like as well. Both the USA and France have history with Japan dating back before WWII. Heck, you know which two countries are in charge of an international effort to find Fusion, right? The French and the Japanese. Back on subject, if you're an okay looking American and avoid acting like an Otaku you could probably end up in bed several times in a short period of time. This is not to say that Japanese girls are sluts but that "some" find foreigners exotic and are inclined to see what it's like to bed them(I have only confirmed this about Kyoto). One of the big things about Japan is that they tend to stick to certain expectations. This tends to hinder their ability to be diverse as easily we are able in the USA (this does not apply to Americans that are stuck in certain religious communities. there are also other exceptions). Even if they find Americans to be interesting it is true that many will still consider us foreigners. But we "are" foreigners to them. Some might never accept us fully but that does not make them bad people, that does not mean they necessarily "hate" us, and that does not count for all of the Japanese. This last line might seem off topic and some might not agree with what I'm about to say but I suspect there is a genetic benefit for some Japanese to stick to only breeding with Japanese just as there is a benefit for some to give their genetic material to foreigners. I hope this has been of help.

No.2 isn't really enticing but rather because of the rage emitted by the fact that it's plainly ridiculous seeing Oda's women getting stamped as perfectly proportioned.
Fun Fact: No anime girl is perfectly proportioned.
