I'd say that the photographer is copying the feel of the recent Alice in Wonderland movie. I think it gives off a fantasy feel which is accurate with a fairytale.

I'm always in favor of cosplayers willing to show some panchira. It seems a lot of them dress in outfits that either will give panty shots automatically or were even designed to in the original series/game, and then act surprised when people expect it. There are plenty of characters who don't wear micro-miniskirts, if you can't handle the panty shots don't cosplay as them.
