As much as I love Saku's boobs, her face is horrible and her wigs are always gross-looking. Sheryl Nome is one of my favourite cosplays, and I don't feel she pulls it off very well. A different style of make-up and higher quality wigs would probably help.

I believe he's referring to pic 19. You can see some slight "fat" popping out, but i think its because she wasn't wearing it properly(the strap didn't go all the way until her hip bone), which makes it seem like she's fat when she's not.
She had pretty wide cheekbones though, and in the anime Sheryl Nome's face is pretty thin. But then again, only the figure matters.
