Newtype readers have furnished their latest ranking of charming female characters, revealing that even the end of K-ON! has not diminished in any way its vice-like grip over otaku minds – the ranking may as well be restyled as a ranking of the top moeblobs of the moment.

Japanese slang makes no sense to me.
It's a form of moeru, which can mean either "to burn" or "to sprout". How the term came to be used in this context is debatable. Do some web-searching; it's entertaining and educational.
