Ratings for this type of thing don't matter in Japan, the TV airing is just an extended trailer because the anime production companies pay for the airtime. What really matters is DVD/BD sales.

Hey guys, guess what? This isn't being censored for the sake of responsibility or protecting the children. This is being censored to yell "BUY ME ON BLU-RAY!" as loud as it can. IIRC the only channels it is not censored on are premium channels. And there, it still yells "BUY ME ON BLU-RAY" on the screen after every commercial break in a marquee at the bottom.
