Late reply of the century, but Totori is 12 at the start of the game (localization says 13, but don't believe them). That said, this event occurs after building the ship, which isn't possible before halfway through year 4. That would make her at least 15 (possibly 16 or even 17 depending on when you get to that event) when this happens.
The definition of loli varies, and it's hardly based on age.
Even a 3000 year old could qualify as long as she looked the part.
Then again, what counts as loli for me could be different for everyone else.

Upon closer inspection of the scene, it was basically a fishing trip gone a bit too well. Totori and Sterk goes fishing, she uses a new fishing bait, said fishing bait attracts a big octopus onto the boat. the expenses? Panchira exposure for Totori, Sterk's jacket ruined. He tells her he will need a lot of salt.
