The announcement comes by way of the obi on the latest volume of the manga – it seems the new anime is to take the form of another OAD, packaged with the 9th volume of the manga and due for release January 2011.

I like the Kodomo no Jikan, but there are way better manga titles to be turned into an anime series. Why doesn't Yotsuba or Hayate X Blade have their own anime adaptations? Well, in the case of Yotsuba&, the creator says he doesn't feel it would translate well to an animation. I don't know why. Maybe he didn't like the way Azumanga turned out.
Given how he went to great lengths to suck all the life out of it in the Azuversary reissue, I think that's probably pretty likely.
