Tit-sucking and pussy-eating are activities to be encouraged in anime. They are paticularly good when accompanied by panty shots and exposure of breasts.
That said, in my opinion Qwaser is incoherent, boring, and uninteresting...except for the soft porn parts...which are too few and too short per episode.
Qwaser is one of the lamest and crappiest anime this season, a signal honor in what seems to be a super-crappy season.

I've noticed in the last few years or so that some anime titles continue to push the envelope.
The question is, how much further can they actually push it before some regulatory group decides it's too much to air on television?
Seikon no Qwaser is going to be the most influential (and controversial) series to date with what we see (and may not see) in the future of anime.
Guys, don't forget that naughty shows like this get aired in the wee hours of the morning when normal people are asleep. Seikon no Qwaser airs at 3:28AM.
Tons of shows that fall into this category also get aired as the late late late night show, usually after the slightly Risque (Chu-Bra) or even perfectly normal animes which can't afford a prime timeslot (Durarara)
Not to mention that it's also treading on a wee bit of sensitive religious and political ground. Mind you not as much as Hetalia was, but if the Russian public gets wind of this show I reckon they aren't gonna be all too happy.
Though I bet the sexual material is still their biggest problem.
