Ayanami Rei appears to have taken a break from piloting giant robots and gratuitously taking her top off in order to promote tourism to Hakone, a region of Shizuoka prefecture renowned for its hot springs.
Just what Rei has to do with the 17 hot springs or the Great Boiling Valley is not clear, but this has never stopped opportunistic character marketing before – doubtless Hakone will be experiencing a surge of otaku visitors such as to make it reconsider the wisdom of the campaign.

Hakone is the city tokyo-3 is based off, geographicallly.
Exactly. The heart of Tokyo-3 would be located just to the north of the top of the lake. The Hakone hot springs are the ones they visit in the series.

Using 2D characters to promote products/places has been going on for some time now... Probably because they weren't willing to pay the 3D celebrites

I'm pretty sure they need to pay somebody to use Rei in an ad. Considering copyrights and the fact Rei is a somewhat well-known design.
