censorship is all about a matter of opinion. for example if its breasts some groups may censor/ban a program for exposed cleavage other groups may be lenient and only try censor a nipple. same goes for guys a simple bulge in their pants maybe censored or cut out or a symbol/block or icon may be placed on top of the exposed genitalia to conceal it (i.e. Inukami! 'look its an elephant')
i personally admire comical methods of concealing an individuals 'shameful parts' such as clever uses of camera angles and scenery that ensure that there is ALWAYS something blocking areas that are deemed inappropriate

I see we are missing "Dance in the Vampire Mysterious Cloud of Steam". It's very strange because the first 3 episodes were broadcast uncensored by AT-X. Now, all of a sudden, steam. Is there something going on that we should know about?

It really has to depend on a lot of things. The reason why the Ecchi genre is Ecchi, and not that "weirdo" (or Hentai) genre is because of the censorships. Even though I am non-religious, there are some moral censorships so that those that actually have some degree of morality can deem it acceptable in society. Also, the companies have some degree in selling the DVD's, so it's something that has to appeal to a larger group of people. The loli-chests are censored for this reason, or else, the anime would be sold at an underground market. And there are those that blame the governments. The government is to regulate how people run their lives... to a degree. That's another reason why the loli-chests are censored. You gotta hate the [majority of the] public, the government, and the companies all at the same time if you are that ero-ero. They can be more easily censored, and that's why they have been less active about the large oppais (Note: The low censorship can be seen most notably in Ken Akamatsu's manga work, Negima, Love Hina, and A.I. ga Tomaranai). That has sparked a change in the anime industry as well.

It's best that you watch on AT-X, because most likely they show it uncensored. AT-X rocks!
