Unless they have a Japanese credit card / bank account & someone in Japan willing to mail them stuff, they will have to use one of the bidding service companies. Assuming a company would even permit bids that high, their fees would add at least 15%.
At least one of these sellers specifically welcomed overseas orders.
Bids over 5000 yen require a Yahoo Premium membership, which costs a couple hundred yen per month. There are two payment methods: via Japanese bank account, or Japanese credit card.
So even if the seller welcomes overseas orders, it doesn't mean squat if you can't bid.
