the chest doesn't really match the skin tone, so the legitimacy of the photo is questionable.
Yeah, the texture on the chest is also a lot more grainy than the texture on the face.
if you've seen pictures of women's chest, you'd notice that usually their chest/breast skin tone does not match their over all skin tone - it is usually paler than the rest of their bodies.
this is due to the invention of shirts and bras. not sure if the creators would be that detailed in making a nude model, but it is not outside the boundaries of reality.

i guarantee you that if there are no female modelers there the make nudes will have a flat color texture on every mart not necessary for the game
except its a standard procedure for the 3D artist to cover the entire human model with similar texture, albeit slight textures are altered around the face to represent definition. With Vanille dressed up, you can see there's no intent to give her a different texture outside of Vanille's head+neck.. Also, the body texture is darker than the head, so whoever faked this image screwed it up big

Various developers actually put nipples on characters models. Not seen normally, but still possible to view. They are supposedly put there so when making clothes or armor for a character it can be more realistic. Princess Elise from Sonic the Hedgehog (2006) had this, and so did Dragon Age: Origins.
Oblivion had the controversy because the file containing the nudity was actually in the game, just locked away. PC users hacked it to make an easy topless mode. Other games, like Dragon Age: Origins, let you view the nudity just by messing with the camera.
