Yup. Photoshop indded. I mean.. blue natural eyebrows? Shaving then and using blue color does not give that effect, or bleaching them and using blue hair color.
Her eyes seem to be a different colour in every single picture as well.
Though as you point out her left leg looks like it's had massive chunks ripped out of it.

Konata's design is neigh on impossible to cosplay properly, because of the style of animation. I think it would be best if she just stuck to Hatsune Miku or CC or something simple, because this might as well just be a photoshoot for a blue haired girl.
I partially agree. It really can't fully emulate what Konata is known to be. However, anime is generally (standard anime) based on human design of what some people actually are, only with the design of lucky star furthering the murky transition from real life to anime and then to a condensed form. So...yes someone trying to imitate a character that was put through not only the real life emulation, but also through that cutesy style of anime probably won't be able to hit the marker...but come on, roll back from Konata, to standard character design, and then to irl equivalent, and it's pretty close imo.
