I'd call it very good but not perfect.
Konata's hair is supposed to be a lot longer then that and the green eye's look photoshopped vs contacts.
The hair is forgivable though because a convincing ankle length blue wig is probably not an easy item to find and probably would be expensive.
Though they do exist I seen them on Miku cosplayers and other Konata cosplayers.
The Kagami I feel is a a better cosplay it's nearly perfect.
I think is well far from being perfect...and Kagami is more then terrible!

There is something in the cosplay community you should be aware of.
A simple cosplay pulled off successfully is better than putting on an elaborate cosplay.
Also, yes, any girl can cosplay like that. Only thing is how good can the girl match up to the character's personality and looks. I've seen lots of Konata cosplays and frankly, this one actually tops them all to date.

It's good cosplay...but doesn't anybody else get the feeling that she is a bit...anorexic? Her legs look thin. As they say, ANOREXICS: if during your diet your knees end up fatter than your legs, get back to eating cake.

Nah I can't imagine anyone would photoshop the shape of legs. Pic 2 does look odd but I've seen loads of Japanese women with slightly crooked legs, probably from sitting on the floor next to a kotatsu and lack of exercise.
People photoshop legs all the time (women are really self-conscious about knobby knees, thigh width, etc, especially when they compare them to anime characters), and hers are definitely 'shopped--look how flat and undefined they are. :/ It's too bad; I suspect the cosplay was probably pretty good before Photoshop Amateur Night here.
