Thousands of commuters in dozens of cities the world over are said to have successfully concluded what may be the world’s largest act of coordinated mass exhibitionism, except in Japan.
No Pants Day, an event organised by reprobate group Improv Everywhere, has since 2002 seen participants remove their trousers for an annual exhibitionistic romp through local mass transit systems.

It seems the mere suggestion of a similar event in Japan was enough to summon almost the entirety of the local police force; US police evidently have much better things to be doing, though some might question their priorities all the same.
Amusingly enough, there are a lot of events in various American cities and states, that involve stripping down to your underwear.
Reasons why this happens is unknown.
