Shanghai Bridge Made of Rubbish Collapses

Citizens of Shanghai are aghast at the collapse of a major new bridge, pictured, which was revealed to be constructed partially out of rubbish instead of concrete.
The bridge, spanning the Wusong River in central Shanghai, was completed in 2009 and replaced a century old bridge with a more modern design.
However, after only a short period in operation the bridge began to collapse, with investigators finding such sturdy construction materials as bags of rubbish, Styrofoam, scrap wood and waste plastic used in the structure in place of reinforced concrete.
Sadly, such cases of outrageous workmanship are all too common in China, which may find many of its rapidly rising skylines are none too sturdily constructed…

This probably comes too late to all but a few readers, but this refers to only decorative lamp posts on the sides of the ends of bridge that was filled with rubbish.
The typical media exaggerations have made it seem like the whole bridge was made of rubbish and collapsing but that is not the case.
In China, where even embezzlement can merit the death penalty, there's no way anyone would risk their lives (literally) just so a few crooked construction executives can make a little bit more money.
On the other hand, if the project in question was just a block used to hold up a lamp, it's much more plausible that this would be allowed to pass.
Again, this isn't about morality or ethics, these officials would literally be taken behind the woodshed and SHOT, and all their family's possessions taken away and their children sent to labor camps if an entire bridge was found built like this and people died. The rich ones up top could buy their way out, but the middle management wouldn't and they would much rather report it early and watch their greedy asshole boss get in trouble than risk everything in building an actual bridge with rubbish.
This is contrast with the hi-speed train crashes where poor worksmanship in the building process is much more easy to conceal given the unfamiliar nature of the construction, but there's no way you can hide the fact if something vital were constructed from mere trash, even from the most uneducated of construction workers on site. They knew it was rubbish, but since it was only for decorations, they just laughed it off.

Strip away the shiny surface of the new China and what do you have? Rubbish safety standards. Rubbish democracy. Rubbish human rights. Rubbish freedom of expression. Rubbish internet freedom. Rubbish repression at every turn. China needs reform so badly. The West won't help, of course. Western nations are busy modeling themselves on the new China. This bridge scandal is new China in a nutshell.
I just hope whoever responsible for this will be find and shot.

But, it occurs to me that some of those bribe-takers may have had themselves and/or their families threatened by the Chinese Mafia (whatever it's called), or, both threatened AND paid-off. There's a certain "critical mass" of corruption which makes it virtually impossible to wipe out -- if nearly everyone is "in" on the (corrupt) deal, everybody covers for each other when the government tries to investigate.
Once you've hit the critical mass, about all you can do is take a (virtual) flamethrower to the lot of them, and declare, "You can never get a government job or consult, nor bid on a government contract. No company you work for can consult for the government, or bid on a government contract."

The engineers that are supposed to oversee the bridge construction and that it meets the spec. There is no reason why they couldn't run an independent lab test of a sample of materials.
There is a Professional Engineer somewhere that signs off everything safety involved. That's part of the legal process.
