Don't be so quick to judge. Where I live that was the attitude until ten years ago or so. What happened was that if the neighbours ratted on someone a social worker came along and forced shrinks and excessive cleaning procedures and what not on them. It caused a lot of trouble for the person and afterwards their quality of life hadn't really improved and nothing substantially changed except that the neighbourhood could feel good about having pulled someone back into the light.
