The developers of the controversial sequel to Valkyria Chronicles have openly admitted their decision to shift the title to a bishonen-based school RPG on the PSP is based on a desire to exploit the modest success of the anime adaptation and their distaste for the “95% male” fan-base of the original.
In comments on their official blog, they offer the following sentiments:
We’re being asked a lot why we are releasing Senjou no Valkyria 2 on the PSP and not the PS3.
Firstly, there is the issue of not wanting to leave a gap between 1 and 2. Put bluntly, it took about 3 years to make 1. With the experience of making the first one we could probably make a sequel in less time, but we’d have to improve things too, which might take even more time.
Also, with the broadcast of the TV anime we really wanted to get the game out before the impact of the anime subsides.
Secondly, we wanted as many users as possible for the game. Market analysis for the first game indicated fans were older and mostly male. That was the main target, but we had to think about things when we ended up with 95% males.

My vision is to develop Valkyria on both PS3 and PSP… Next generation titles cost a huge amount to create, and if we don’t develop our customer base we can’t get a return on our investment.
PS2-era hit games like Metal Gear have developed expansive fan-bases. If we build up the base of the mountain that is Valkyria, the peak can reach higher.
Put succinctly, the developers are desperate to ride the sequel on the back of the anime and want to capture the female demographic even if it means dumping the existing fans of the game.
Reading between lines also gives a tacit admission of the fact that a cut-down handheld version can be accomplished without innovation or improvement.
Considering the success of the anime was based solely on the impact of the excellent PS3 original, and that the fan-base for a strategic military RPG is always going to be skewed towards a male demographic, the wisdom of this marketing decision is questionable at best.
In fact, looking at the promotional materials it seems their marketing is now 100% concentrated on selling to a female audience, with a clichéd academy setting and female characters well out of sight behind a selection of bishonen lead heroes, as opposed to the original which proudly displayed Alicia and Selvaria alongside Welkin…
Considering the prospect of a true PS3 sequel has already been tied to the sales of this “sequel,” it seems the franchise might just end abruptly here, a truly unfortunate demise for one of the most innovative games of its generation.

It is okay to try making a game more accesible, but do that with the fans in mind. Also, I't wouldn't surprise me if all Gamers have a quota of 1 female to 10 guys which means for a game that targets both audiences that they have it ten times harder to get one more female to play this then a guy.

As a girl, as much fun as bishounen can be, I tend to prefer stories/shows/games about strong female leads or ensemble casts. Maybe it's my age, but the artwork above for original appeals to me because it's more mature looking as well.

Check Sega's logical decisions vs the illogical ones. You'll see the latter ones outweigh the others. This could be said to be within the scope of Sega's trademark choices.

I've never enjoyed a game where I didn't care for the protagonists, if the game is very focused on characterization - and let's face it, that's one of the only things going for RPGs these days.
Main reason I enjoyed Persona 3? I loved the characters. Main reason I couldn't play more than a few hours of Final Fantasy VIII? I found the characters completely bland and unappealing.
Huzzah to that, Persona 3... now if only Minato could talk...

Frankly, if the gameplay is still the same, who cares about the characters? There are sure to be at least a few cute female characters in the game, and it's pretty silly to just say "oh well it's going to be bad" because there are more male characters.

What the states is that half of the WORLDS population is female, NOT half of the gaming population. The very same article states that there are significantly fewer women who game.
Within the industry there are plenty of girl gamers in professional roles, but they're still playing catchup to a largely male environment.
Your argument of "girls who play games", as well as "girl gamers" doesn't hold up well either as that kinda ignores "guys who play games" in regards to male gamers...
The female gaming demographic is significant in size, but pales in comparison to the largely male playerbase.

Despite representing over 1/3rd of the "gaming community", this suggests that for their numbers they are, per person, spending much less in the industry.
While it's stupid to deny the existence of female gamers, the wikipedia article you pointed to supports the claim that the female market is much smaller than the male market, and in relation to the game at hand, abandoning the larger male demographic to target the fewer in number and lower spending female demographic is a poor marketing decision.

If 38% of gamers are female, that makes 62% of them male. 62 is a larger number than 38. Therefore, there are more male gamers than female gamers.
That's not to say that 38% of gamers isn't an impressive market share (and I don't blame VC for trying to cash in on that, even if they're going about it the wrong way), but 38% is certainly not a majority.
Like it was said already multiple times, read the sources included in wikipedia and you will se that it is over the half besides that you should learn what "gamer" means since it is used for a person that plays almost every day games and not those who play games in general.
