Assuming it is indeed a real scene, then it seems all but certain to be China… You may recall similar scenes demonstrating the extreme quality of Chinese construction techniques.

Better time than never to sell my idea to Hasbro. It's called "Chinese Construction Company". It's Jenga©, Monopoly© and the Game of Life© put together with the true game of Humiliation© and Punishment©. The game is simple: build Chinese tower and whoever makes it collapse must pay of the Chinese government and grieving families. Be careful, if you run out of money, you might face humiliation and punishment that has a "DeaTh®" option.

Oh and Japan is any better, when I stayed at a Ryokan in Osaka, the Neighours house had a live pole in the middle of the backyard and kids were playing around it.
This is safe compared to that, at least you can tap into the grid for free. Or maybe the electrical company pays you have the pole there.

I'm more interested in the fact that there seems to be a second story and yet no first story to the building. Or even any structural support for that matter. Who the hell thought that was a good idea?
This is (quite literally) terribly common in East Asia - especially China, which goes some way of explaining their figures of dead and injured during earthquakes and similar natural disasters. On the other hand, I guess the building's inhabitants won't have to worry about flooding overly much, as long as it's not caused by broken dams in the area.

You westerners always think it's the government. If you've lived in China you'd realize the problem of corruption and greed extends to the people. Money is #1; there's no honor or morality, just cold hard cash. Snatch a random toddler off the street, sell it to some American family that's willing to pay thousands for an 'orphan.' The problem is much deeper and more ingrained than the Communist Party.

How has that have nothing to do with the government. When you build a building it has to be to code or you don't build it at all, and if you fuck up you have to fix it. Its the government that enforces building codes.

Colonized 500 years and an independent country even less, I think it will be a LONG time before you can lay claim to having any actual rules, when it comes to language.
I'm not going to say American English is wrong, since it's a localised version, and has it's own quirks, as dialects do... but as long as you speak 'English' and not 'American,' you have no right to claim British spellings are wrong.
