Assuming it is indeed a real scene, then it seems all but certain to be China… You may recall similar scenes demonstrating the extreme quality of Chinese construction techniques.
Well, thats what happens when you are poor. Also no crazy house police that rather you live on the streets then some bad shelter, like some where in the USA

I’m more interested in the fact that there seems to be a second story and yet no first story to the building. Or even any structural support for that matter. Who the hell thought that was a good idea?

This is (quite literally) terribly common in East Asia – especially China, which goes some way of explaining their figures of dead and injured during earthquakes and similar natural disasters. On the other hand, I guess the building’s inhabitants won’t have to worry about flooding overly much, as long as it’s not caused by broken dams in the area.
