So, I'd say that's a yes.
I mean it is first and foremost a PC game which has been ported onto the consoles, as opposed to something like Mass Effect which only got a PC release as an afterthought.
They were originally going to only release it for the PC but for some reason (sales) decided to delay it so they could make a console version.
People are saying they had it completed at the start of the year but delayed to port it to the consoles...
Yes that is what happened but they also made new content with the extra time they had making the game so it wasn't a complete waste.
I don't mind them taking time to widen their customer base, but I hope they don't start giving bonuses to one system or another. I'll likely get this for PC whenever I get a better one, and I'd be pissed off if DLC was only on consoles or something to that effect.

Ummm, you know the game comes out in 2 weeks, right? It's already been certified. Also, you do realize that Sony's very own 1st party development studio (Sony Santa Monica) makes God of War. Y'know, the first (major) videogame title ever released with nudity. Not only that, but every God of War game thus far has gone so far as to include a sex mini-game where you bang multiple women. Oh, and lets not forget that the GTA franchise became what it is today on the PS2.
Sony is hardly a "bunch of puritans". However, it would seem that SCEI (SCE/SCE WWS's Japanese division) has a stricter policy on Japanese-only releases.
what I've been wandering about is, did Sony ask for the games to be changed because of the CERO rating that those games had (Dragon Age and Gods of War will have a "Z" rating, that is for sure) or did they ask for the change because they are biased?
If it is to do with the CERO rating, then it was the matter of asking the developer to either increase the rating to "C" or change the images, and the developer opted to changing the images.
if they are biased (ie. there are restrictions on small anime developers that do not exist on large western developers), then why haven't anyone filed a complain on them yet for this very clear biased and unfair treatment?!
it will probably be there for ps3. These parts in mass effect were not really anything special. Not like you really saw much of anything. Other then them hold each other thats really all your gonna get to see. So I don't see what the probably with this would cause.

Well its Bioware. They've done this sort of thing for a long time. Baldur's Gate 2 and Fallout had plenty of off-screen sex. Heck in BG2 you could get one your love interests pregnant.

I've preordered the collector's edition of this here in the UK, at first it was just hype, but the more I hear about it, the better buying it sounds.
