Whatever moe qualities she may have had on paper seem not to have survived the transition to 3D.
It seems unlikely they will be winning many followers with her, which is perhaps a lost opportunity from the moe marketing standpoint…

It looks like they were intentionally trying to make her look average, probably so you could care about her in a normal way as the story progresses. They were totally trying to make bayonetta the star of the show, while I dont find her crazy attractive or anything her total badassness is what makes her sexy to me. Play the Demo, she totally kicks ass.

She's just one of those kids you want to give a hug and tell them everything will be alright. And I'm talking about triggering the paternal/maternal instinct more than anything remotely sexual.
Some of us use "moe" for "so cute and pitiful it's triggering one's protector instinct", rather than "so cute and pitiful you want to fuck it". Example of the former: newborn ugly-cute kittens.
I am however under no delusion of it not being just a sub-definition in a very limited circle, and do try to avoid using it as the former at generic sites online, as it will be misunderstood entirely too easy.
