Japanese researchers striving to rid the nation’s trains of the menacing gropers who supposedly infest them have developed a novel countermeasure: a sticker victims can use to stamp the hands of chikan with a red “X,” allowing them to be readily found in a crowd.
The ink used is said to be highly difficult to remove from the skin, posing a severe problem to anyone so marked.
There is some concern that in the process of branding an assailant, innocent bystanders in the vicinity could be marked with the ink, to say nothing of the possibility of unscrupulous women branding innocent men for fun or profit.
The possibility of assailants wearing disposable gloves also seems not to have entered into the equation…

What mostly interests me is this part:

How does this work, exactly? If you scrub your skin hard enough, surface skin cells flake off. (If you scrub still harder, the entire layer of skin may come off – but that’s not my point). Wouldn’t this remove any paint adhering to these cells? Yes, the skin underneath would be suspiciously pink and very sensitive (possibly bleeding in places, even), but it would not have ANY paint left on it. True, stamping a hand with any highly visible paint is enough for attendants at the next train station to positively ID the culprit. But how can you make the paint so “difficult to remove” that a bit of soap and water and a lot of scrubbing won’t remove it?
Let’s take this one step further: Women should be recommended to carry hot coals in a thermos bottle and/or tattoo guns. Now THERE’s a non-removable solution.
