Despite Tenchi's supposed abilities, Goku deserves to be at the top of the list. Before he could go Super Saiyan he could already destroy the planet. By the time He reached SSL4 he undoubtedly could have snuffed out the universe. The difference between Goku, the others on the list and Tenchi and his goddesses, is that those on the list demonstrated their abilities often, thus confirming what power they had as opposed to Tenchi, whose power seemed less than stunning throughout any Tenchi adaptations.

I agree that Tenchi is stronger than all on the list but he's not that great a fighter compared to the rest. If he got in a fight with Goku then he would lose before he could ever activate a light hawk wing.

Hmmm... well goku won because of that never ending anime and how he always wins. However, I think we all know who would win if he go agance Nagato Yuki (Yuki deletes his data. I would guess). Light Yagami theoretically could beat Goku coz he just needs to write his name and hes as good as dead...same for all humans as long as he knows the name....though he would have some problems with robts and cyborgs...lol

But he got killed by a wimpy cop with ONE bullet. Goku can reflect bullets with his shiny, shiny, impossible, yet true muscles.
Plus Goku would have no problems dealing with cyborgs unless they're actually really nice and look like Frankenstein's monster.

The list is relative I think, as each person perceive a scale of power levels based on the mangae that they have read in their lifetime, and it seems that authors make characters more overpowered over time too.

However, I have to agree with the Arale thing. Arale *never* showed her true power. In fact, she never even showed what her "not trying" is like. I know the manga is mostly just for comedy, but if you take the events in the Dr. Slump manga as they happened, then Arale once casually punched the Earth in half. Thankfully the manga was comedic, so the Earth is simply broken in half as if slashed by a giant knife, not blown up. Nobody died...
