It seems as though the Japanese legal system won't investigate and prosecute a crime unless:

(a) it's handed to them on a plate AND doesn't offend anyone 'important'; or

(b) it's handed to them on a plate AND there's a sufficiently wide-spread public protest; or

(c) there's a protest from a sufficiently important individual/organization.

Maximum sentence in my state is 30 years for rape in the first degree (one occurrance). 30 years x 95 occurrances would be 2,850 years for this guy.
