When you have about 1.4 BILLION people in the country, I think that they kind of outnumber the government just a little bit.

Even if all they had to work with were pointy sticks and rocks, they could overthrow the government. Plus as an added bonus they would make a huge contribution to fighting the ever increasing population issue.
