Shaft's style. They wanna make it look "artistic".

I like this animation, that animation, all the animations apart from the old animations. meh, I love anime. and I found a new loli to love =D happy days <3
The first half have so many choppy animations that made me wonder are the animators unable to meet the demands of the cuts and scenes (as always, you can see those 'cuts' labels during the show.)
But later half, have better animation details but no fully complete.
No anime except some theatrical motion pictures (Miyazaki, and the like) actually feature FULL animation. It's always been cheapened and shortened by some way (it's called "Limited Animation"), in fact that's what the fans started to demand, because this "staticism" (just look at the original Astro Boy, and Evangelion sort of made the staticism into an artistic style) is what got popular.
In fact, the strength of anime was always to cloud and disguise "cheapness" in artistic style. So, while yes, the walk cycles weren't good from an animation standpoint, they DID use artistic styling to disguise it.
So it is ALSO artistic. Sometimes art is turning a weakness into your strength.
What an excellent post Anon 04:37. Informative and paired with insight. I've always felt that "staticism", as you call it, is one of the greatest charms of 2D. It's off-putting when I see some animation sequence that looks too realistic when the characters moving are themselves abstract.
Abstract movement for abstract objects, I say.
