I'm fairly certain that any kind of forehead exposure is valid use of the term - I've seen both held up/back and more natural sorts used for meme responses, for example. (Held back/up seems to be more prevalent in that case, but..that's neither here nor there.)

Yeah, it is Ranma. In the ponytail version he wears his normal Chinese dress, in the twintail version he poses as Ranko, in the sidetail version he wears the uniform of his and Akane's school, and in the long version he wears Shampoo's dress.
Actually, in the twintail version she poses as Yoiko (Ryouga's fictional sister), hence the darker hair.
I was so excited when I saw Ranma. It was first ever manga, so I have this creepy encyclopedic knowledge of it.
