Police rescuing a girl who had been kidnapped, badly beaten and chained in a box were opposed by the man apparently responsible, who drew a katana on the officers and slashed one in the leg before being overpowered.
Police responded to reports of a woman’s screams at an Osaka apartment only to be barred entry by the occupant, a 28-year-old unemployed man who insisted the noise was merely his TV.
The officer persisted, and managed to persuade him to let him take a look around; he soon noticed the lid to an under floor stowage box (example below) was not closed fully, and on closer inspection he discovered a 19-year-old girl clad only in her underwear crammed into the tiny space, only 60cm square and 45cm deep.
She was shackled and badly beaten, with severe injuries including a fractured eye socket. She was extremely weak and could not respond to her rescuers, and was quickly conveyed to hospital.
Police were naturally highly suspicious and questioned the suspect about this, at which point he suddenly produced a 65cm long sword, and began menacing the officers in attendance, 8 in all. They drew their pistols.
A 30-minute standoff ensued, with officers trying to persuade him to throw down his weapon. Police saw an opening, and overpowered him, but suffered a casualty as a result, with one officer suffering a severe leg wound.
Taken into custody, the man claimed he had met the girl on a dating site, but lamely denied kidnapping her, saying “I wasn’t confining her myself.”
He has been initially charged with unlawful imprisonment and illegally possessing a sword.

In order to legally own a sword in Japan it has to be registered in accordance with the Ju-tô-hô (Japanese Firearms and Sword Law). This applies to both antique and newly made swords (Shinsakutô). Exempted are blades under 13 cm (5.1 inches) that have no Mekugi-ana (peg hole), and Iaitô / Mogitô (training and decorative swords made from a zinc-aluminum alloy that can't be sharpened).
The certificate / license issued - Juhô-tôken-rui-tôrokushô (in short "Tôrokushô") - has to stay with the sword at all times. Most collectors attach it to the Shirasaya-bukoro or Koshirae-bukoro (storage bags). It's the blade that is registered, not the owner; however, the Prefectural Education Board (Kyôiku-inkai) has to be notified within 20 days if there is a change of ownership.
Licensing is done by the Prefectural Education Board during a Shinsa (evaluation). The judges conducting the Shinsa are sword experts contracted by the Education Board, usually senior members of the local NBTHK branch (Nippon Bijutsu Tôken Hozon Kyôkai = Society for the preservation of the Japanese Art Sword).
It should be noted that the Tôrokushô is not a certificate of authenticity; only the measurements, number of Mekugi-ana etc. and the Mei (name inscribed) are stated, whether it's authentic (Shôshin) or false (Gimei).
Only traditionally made Nihontô can be licensed, i.e. swords made from Tamahagane (a special kind of steel). This means in effect that it has to be either an antique or made by a contemporary, licensed smith. Mass produced WWII swords (so called Shôwatô) and foreign made swords are not eligible for Tôrokushô.
Contemporary smiths have to go through an apprenticeship of at least five years and - after they have proven their ability to forge a sword before a panel of judges consisting of senior smiths - become certified by the Cultural Agency (Bunka-chô).
Nihontô can be freely imported into, and exported from Japan if all procedures are carried out according to the law. However, there is one notable exception:
In 1950 the Bunkzai-hogo-hô took effect in which important artwork of exemplary artistic and historic significance can be designated as Jûyô-bunkazai ("important cultural property") and Kokuhô ("national treasure"). At present ca. 900 swords are designated Jûyô-bunkazai, and out of those 122 are Kokuhô. Although anybody - including non-Japanese - can own such an item, it has to remain in Japan under penalty of law.
Well established, outstanding master smiths may become Jûyô-mukei-bunkazai-hojisha (important intangible cultural property holder), commonly called Ningen-kokuhô (living national treasure).

I think this is an amazing story and about an amazing guy.
