I have to agree, this is actually superior than most cosplays I had seen thus far. But isn't Russia supposed to be frigid? Was it summer when this was taken?

If you have to ask why then you are already inferior,
I think the only reason it looks they fit on this costume, is that they are tall enough, at least as tall as how sailor team members look like, and those clothes fit them as well. What's more, their lookings are actually no bad!

One reason why they look good as the sailor team is because the typical Russian female figure is similar to the the proportions that they were originally drawn in. As the sailors are supposed to be thin-ish and graceful, the girls fit in just fine.
But that doesn't answer the question why they are cosplaying in the first place. :/
