I think that 2nd one is actually from Cambodia... I've seen at least a dozen of those on the streets on each of my visits there.
Cambodian otaku here. Now that I take a closer look, yeah, it is from Cambodia. Actually, what you see in that pic is just HALF of usual loads. They usually pack so many people, that it look like it about to spill, on both taxi cars and that thingies (called Rormork over here). Fortunately, we don't have that kind of motorbike-pooling like China does.

It actually quite ironic, a country that runs on a totalitarian communist government allows you to ride a motorbike the way you want.
A liberal country like Australia, requires you by law to always wear a helmet even on a pedal bike.

Nah, it's just a demonstration of your personal ignorance. China is not a "totalitarian communist government" anymore, and they do have many of the same laws as the west, what they don't have is "law enforcement".
Any government that will lock you up for disagreeing with them is still totalitarian.
