Probably not... but you never know...
Basically this isn't porn... it doesn't depict any sexual activity nor suggesting any sexual activity...

The problem is usually the law enforcer kinda generalize this stuff and my feeling is that this stuff will fall into a grey area (very subjective depending on who views it).

Lolicon has NOTHING to do with age though. It has to do with the appearance of their body. If they have a neotonous (meaning that it maintains prepubescent traits such as being short in height and having small to no breasts at all) body, then they are a loli. You can keep yourself daydreaming all you want that she isn't a loli, but she is. Just like Shana, who will always look the same no matter how much she ages, and Louise, who is also in her high teens.

He probably is referring to the definition meaning of lolicon, or the 'generalized' use it gets in Japan.

Kind of like the word Otaku, it has as of recent been used negatively, but in english it's worn as a badge of honor.

Off of that, she's loli to me, and that's all I care about. :P
