Because everyone's favourite Rie Kugimiya is a talentless hack and is incapable of playing any other sort of character personality, so the characters are designed around her, instead of her designing her act around the character.
It just so happens that everyone's a fan of that tsundere moe and so somehow she's managed to score her insane popularity.

Rie Kugimiya has had lots of other roles, but it's when she plays tsundere characters when people actually remember. she's like THE tsundere queen of voice talent.
but ya, you can't really help that short loli moe tsundere characters are everywhere. I mean shit, i was playing some japanese wii pangya golf and low and behold, kooh was voiced by Kugimiya. she's everywhere...well not as much as Takehito Koyasu but still pretty close.

Well she did play Alphonse Elric like that one anon said so she's capable of doing other types of characters. But we need more than two different roles to tell how good of an actor she is. Saddly, we'll never know since shes been type casted for her past million roles.
