“Aren’t You Cold In That Skirt?” = Child Abuse

A man who said to a young girl “It’s cold isn’t it? I bet you’re cold in that skirt” has been reported for molestation. Police have issued a warning and asked anyone seeing him to call 110 immediately.
The man issued his greeting to an unidentified child returning home from middle school one cold afternoon.
He did not add any incriminating comments, such as “… so why don’t you come and change into something warmer at my place?” or “… so let me warm you up by rubbing your legs.”
The man is described as being a portly man in his fifties, wearing black trousers and “pink clothing”. Anyone seeing someone matching his description is urged to call police immediately.
On the prefectural police website the incident is described as a “crime”, and the man as a “criminal.” After the report gained notoriety on 2ch, police quietly removed the report.
Japanese schoolgirls are of course renowned for their high hemlines.
Many now say that for a man to interact in any way with a girl he does not know is to court prompt arrest and imprisonment (though naturally teachers have free reign).
Previously we have seen a man reported for saying “Good morning” to a girl, and another arrested for kidnapping after he gave a tearful girl a lift to her grandmother’s house…

This reminds me of something we were taught during senior first aid training- if a child is involved, NEVER provide assistance immediately. Always look for the parent and assess the situation first, because if just go ahead and help the child, you can easily be charged with a sex crime.

Isn't it just more likely he did something that isn't quite explicable but is obviously harassment when it actually happens. Such as a guy known for hanging around childrens' playgrounds, stares intently at legs and touches his pant leg suspiciously close to a bulge. I mean you can't write that in words and be taken seriously. Any number of creepy behaviours can turn an everyday sounding exchange into harassment.
