A Roppongi bar which offered patrons the prospect of random sex with strangers has been closed, with six patrons being arrested for public obscenity in flagrante delicto, having had the misfortune to be preoccupied when police raided the establishment.
The bar, called “Juwel Kiss”, in addition to drinks provided sex toys and other accessories for the comfort of patrons, and promoted itself with a blog detailing the previous night’s action.
The establishment’s initial downfall came when neighbours reported the comings and goings of many people other than the apartment leaseholders, prompting police to investigate.
The sex bar, of a popular type known as a “happening bar” (or “happu-bar”), charged a registration fee of ¥12,000 for men, ¥2,000 for women, and ¥6,000 for couples. This paid, members could attend sessions for anything from ¥1,000 to ¥10,000.
The orgiastic club had some 120 members, and was said to have accrued ¥2,000,000 in approximately three months of operation.
However, they also apparently allowed non-members entry at times (in order to spectate), and for this reason police found they could charge everyone involved, relying on a technicality: as there were non-members present at the orgies, the event was deemed “public”, and being that sex in public is illegal, they could all be charged with public obscenity.
Police arrested six guests (aged 27-53) on charges of public obscenity, and the manager (43) for abetting their crimes. None denied the offence.

Excuse me, but if this was a private bar….. what reason would the police have to raid this place?
This case is going to be thrown out of court as soon as the courts realize that this is coming perilously close to dictating that public = in any establishment even if they WARN YOU that it might have sex related stuff in it.
read the report again please? There were non-members present.. meaning the club was open to the public. Any business that is open to the public is legally a public place, and public sex is illegal. Assuming that the club was properly licensed as a brothel, it was legal for the members to be there, but the club violated its license by allowing non-members to visit the club and witness the content publicly.
Precisely, these *Private* Bars aren’t posing a threat to the public at all. Absolutely ridiculous.
