There are a lot of foreign students from America, Canada, and other places of the world that go to Japanese elementary and high schools to teach english in different programs.
Around my area it is known as the JET program and I've heard of many an anime fan run off to Jpan in that fashion. My guess is likely, someone like that prepared the above test for lulz.

this reminds me a bit of my grade 9 math class where one of the example questions on the board had Naruto mixing various drinks so he would have enough for breakfast. This was a couple months before the first episode of Naruto was aired on Canadian tv. After the question was done some girl asked why he would mix the drinks like that and the teacher said "Because Naruto is an idiot."
Then there was the time when we were playing jeopardy and the 500 point bonus question was name an anime. That was the only question that came up during the game I could answer and I was up to answer for my team, I won.
And then on the algebra test the teacher made a question about buying a certain amount of of ps2 and GBA games costing a certain amount of money. I was able to get the answer right only because the teacher used the real world prices for GBA and PS2 games in Canada at the time.

Definitely, I know ALEs who make quizzes based on jpop, anime etc all the time, just for something the kids might actually take an interest in (since English is pretty much the bottom of their 'give a shit about' pile). And of course there's the famous "fill in the blank" Penny Arcade strips, I know those get a workout...
