She is in fact the a mascot character of reasonably good ero-manga magazine コミック阿呍 / Comic Aun, and as you might expect from this sort of source, the figure version is designed for erotic appeal – she casts off exceedingly thoroughly, not that there is much to cast off, and she is reproduced in vivid anatomical detail:

This is one of those figures where the figure itself has vastly more exposure than the character it represents, so let us just admire the erotic sculpture rather than worry too much about the original (she is some kind of ero-alien).
