"Tu" is a misguided (but correct under one system) romanisation of the character "tsu". Since it is how it usually typed by Japanese, you see it often. "Ti", pronounced "chi", is another one; personally I disapprove of this system, but the writing is intended only for Japanese most likely...
Ah, far as I recall reading SOMEPLACE on the net, that system is design for lossless transliteration from either Japanese >>> Romaji and Romaji >>> Japanese. Though I've only seen it useful for about 2 chars/syllables (zu and ji) during reverse transliteration (Romaji >>> Japanese).
While that system is phonetically wrong when read in actual English compared to the Japanese pronunciation, it's systematically correct if you were to follow a strict character replacement system.
I don't like it myself either, as it makes reading romaji awkward for me, but I can see the justification for it. Oh, and yeah...I think only Japanese use that system.
It's less of a hassle to write on a keyboard, that's for sure. It follows along with the a i u e o logically, and once I started typing ti and tu I never looked back.
