COOL&CREATE is the group responsible for the song.
最速最高シャッターガール / The Fastest and Highest Shutter Girl is the name of the song, and it's the first song on the album they released at Reitaisai
5, スーパーシャッターガール / Super Shutter Girl.
As for obtaining it, torrents would be your best (And probably only easy option now that Doujinstyle took down their downloads) so just search COOL&CREATE on Tokyo Toshokan.
This is a great song, but for some reason I like the theme in the credits better. Those were the best credits I've ever seen.
